Its possible that some articles are not in compliance with the NIH PAP.  If that is the case, by July 1, 2013, you need to make sure that your article is in compliance in order to not hold up grant renewals.  If you need to ask permission from a publisher to submit a manuscript to the NIHMS, here is a sample letter.
